Grants for Catalan courses

RULES that must govern the awarding of grants to people from outside the linguistic domain of the Catalan language to attend courses on Catalan as a foreign language and related themes held in territories where Catalan is spoken.

.1 Object

The object of these rules is to govern the awarding of grants to people from outside the linguistic domain of the Catalan language to attend courses on Catalan as a foreign language and related themes held in territories where Catalan is spoken. The objective of the grants is to help meet the costs of travel, accommodation or enrolment in training activities organised by institutions, entities, university and non-university centres of a public nature of territories where Catalan is spoken, apart from those courses organised by the Institut Ramon Llull itself. 

.2 Beneficiaries

Anyone from outside the linguistic domain of the Catalan language who enrols for training activities in the Catalan language and related themes held in territories where Catalan is spoken can receive a grant. Anyone living in the linguistic domain of the Catalan language can not receive a grant.

.3 Conditions

The training activities must be class-based, must be organised by public institutions or bodies, must last a minimum of 10 days and must be carried out in their entirety during the year corresponding to the grant within the linguistic domain of the Catalan language. More than one grant will not be given to the same person.

Grants related to this call for applications are incompatible with other aid allocated by the Institut Ramon Llull to training activities.

All applications will be excluded from people who have renounced a grant without justified cause awarded in a previous call for applications.

.4 Amount

Every year, the decision taken regarding the awarding of grants will establish the size of the grant in accordance with the applicants' country of residence.

.5 Application

Applications must be made by means of a form addressed to the Director of the Institut Ramon Llull. Applications can be presented to the registry of the Barcelona offices (Diputació 279, baixos, 08007 Barcelona) and to the registry of the Palma offices (Protectora 10, local 11, 07012 Palma) or at any of the registries or offices established by article 38.4 of Act 30/1992, dated 26 November, on the legal regime for public administrations and common administrative procedure:

a) The registries of any administrative body belonging to the Public Administration of Spain, to any Autonomous Community Administration or to any entity that belongs to the Local Administration if, in this last case, the relevant agreement has been signed.

b) Post offices, in the manner established in the rules.

c) Diplomatic representative offices or consular offices for Spain abroad.

In the cases described in points a, b and c, the applicant must send an email to infollengua@llull.cat specifying his or her name and surname and the date and place the application has been presented.

A model for the application can be obtained from the Barcelona offices of the Institut Ramon Llull (Diputació 279, baixos, 08007 Barcelona) and from the Palma offices (Protectora 10, local 11, 07012 Palma) or through the Institute's website http://www.llull.cat.

Applicants must enclose the following documentation with their application:

a) Original or attested copy of the applicant's identity card, tax number or valid passport.

b) Statement of compliance regarding whether an application has been made for other public or private aid for the same concept, including the amounts requested and granted (ANNEX 1).

c) Statement of compliance taken out before an administrative authority declaring that none of the prohibitions to being subsidised applies to the applicant (ANNEX 2).

d) In the case of foreign applicants, a statement of compliance declaring that the applicant has no debts outstanding with the Spanish Tax Office or Social Security, the Generalitat de Catalunya or the Autonomous Community of the Balearic Islands (ANNEX 3).

In the case of Spanish applicants, the corresponding certificate, requested by the interested party, certifying that the applicant is up-to-date with his or her tax obligations with the Generalitat de Catalunya, the Autonomous Community of the Balearic Islands and with Spain, as well as with any Social Security obligations.

The applicant may authorise the Institut Ramon Llull to obtain these data directly from the relevant bodies. In this case, there is no need to provide any documentation that may be obtained by means of this consent. This authorisation can be made in the same application form.

e) Application for a bank transfer for payments by the Institut Ramon Llull (ANNEX 4).

f) Document from the applicant declaring the reasons why he or she is learning or wants to learn Catalan.

g) Document certifying that the applicant has enrolled or has been enrolled on a class-based or distance learning Catalan course at a university or centre outside the linguistic domain of the Catalan language or by the Institut Ramon Llull itself in the case of online training, if applicable.

h) Document from the teacher, tutor or person in charge of the course certifying the applicant's performance on the Catalan language course or courses on which the student is or has been enrolled at a university or centre outside the linguistic domain of the Catalan language or by the Institut Ramon Llull itself in the case of online training, if applicable.

The models of the documents for points b, c and d can be obtained from the Barcelona offices of the Institut Ramon Llull (Diputació 279, baixos, 08007 Barcelona) and the Palma offices (Protectora 10, local 11, 07012 Palma) or through the Institute's website http://www.llull.cat.

.6 Deadline

The deadline for presenting applications is 30 days as from the day after the date of the last publication in the Official Gazette of the Generalitat de Catalunya or the Official Gazette of the Balearic Islands.

.7 Procedure for awarding and processing grants

A competitive procedure is used to award grants.

The Director of the Institut Ramon Llull appoints an assessment committee to study and evaluate the applications presented.

.8 Criteria evaluated

The following criteria take priority in the awarding and quantification of grants:

a) The applicant is not receiving any other kind of aid for the same training.
Rating: up to 1 point.

b) The applicant has not received aid from the Institut Ramon Llull in the last two years, in the form of a grant or exemption from paying enrolment fees for courses run by the Institute itself.
Rating: up to 1 point.

c) The applicant holds one of the Catalan language certificates from the Institut Ramon Llull.
Rating: up to 1 point.

d) Reasons why the applicant is learning or wishes to learn Catalan.
Rating: up to 3 points.

e) The applicant is or has been enrolled on a class-based or distance learning Catalan course at a university or centre from outside the linguistic domain of the Catalan language or by the Institut Ramon Llull itself, in the case of online training.
Rating: up to 1 point.

f) Performance on Catalan language course or courses on which the student is or has been enrolled at a university or centre from outside the linguistic domain of the Catalan language or by the Institut Ramon Llull itself, in the case of online training.
Rating: up to 3 points.

The assessment committee will make a proposal concerning the awarding of grants based on the applications presented and the criteria established. Applications that have not been attended to at the first sitting will go onto a reserve list.

.9 Decision and notification

Grants are awarded on the decision of the Director of the Institut Ramon Llull and the interested parties must be notified within 30 days as from the deadline for presenting applications. The notifications must state that an appeal to a higher body can be brought against the decision, which is not the last administrative channel, before the Management Board of the Institut Ramon Llull, within the term of one month after receipt of notification.

.10 Publicity

The Institut Ramon Llull publicises the grants awarded by displaying this information on the notice board at its Barcelona offices (Diputació 279, baixos, 08007 Barcelona) and Palma offices (Protectora 10, local 11, 07012 Palma) for one month as from the date of the decision that completed the procedure.

.11 Payment terms

The Institut Ramon Llull will pay beneficiaries by means of bank transfer or bank cheque. 50% of the total amount will be paid when the beneficiary has presented the original or attested copy of enrolment on the training activity, and the remaining 50% will be paid once the following certifying documentation has been presented:

  • report on the activities carried out
  • original receipts for any expenses resulting from travel from the country of residence to the place where the course is held for which the grant has been applied (main transport, return fare)
  • certificate of attendance and performance issued by the body or institution organising the course for which the aid has been granted.

.12 Justification

Beneficiaries must present to the Institut Ramon Llull the documentation justifying the subsidised activity and the corresponding expenses under the terms specified in point 11 of these rules and within one month of the subsidised activity coming to an end.

Should the receipts presented not certify the amount corresponding to the travel from the applicant's place of residence (main transport, return journey), the Institut Ramon Llull will readjust the amount of the grant awarded.

.13 Other beneficiary obligations

In addition to the obligation of justification described in the point above, beneficiaries also have the following obligations:

a) To carry out the subsidised activity.

b) To notify the Institut Ramon Llull of any subsidies requested or obtained from other public administrations, entities or private firms, in addition to those contained in the grant application. Should beneficiaries obtain additional funding, the Institut Ramon Llull may reduce the imbursement planned or approved for the same activity.

c) Beneficiaries must collaborate and provide any documentation required by the Public Accounts Department of the Generalitat de Catalunya or the Public Accounts Department of the Autonomous Community of the Balearic Islands while carrying out their control functions, as well as bodies with financial control functions in accordance with community regulations, which will have the following powers:

. Free access to the documentation to be verified.
. Obtaining a copy or retaining invoices, equivalent or replacement documents or any other documentation regarding any operations that are assumed to provide evidence of the incorrect obtainment, use or allocation of a grant.
. Free access to information from bank accounts where a grant has been received or to which expenses covered by the funds have been charged.

d) Should the person who has been awarded the grant be thinking of enrolling on a course other than the one for which the grant has been awarded, he or she must request this in writing from the Director of the Institut Ramon Llull, justifying the reason. The assessment committee will study whether the grant should be maintained or withdrawn.

.14 Withdrawal

The Institut Ramon Llull may totally or partially withdraw subsidies under the following circumstances:

a) Non-compliance by the beneficiary of the obligation to justify or any other obligations established by the rules contained within this Agreement.

b) Non-compliance of the purpose for which the grant was awarded.

c) Should the beneficiary not have presented the original or attested copy certifying enrolment once the course has started for which the grant has been applied.

d) Should the assessment committee believe that the grant should not be maintained when the beneficiary has enrolled on a course other than the one for which the grant has been awarded.

e) Other circumstances established in Act 38/03, dated 17 November on Public Subsidies, in Legislative Decree 3/2002, dated 24 December, approving the Revised Text of the Act on the Public Finances of Catalonia, and in Legislative Decree 2/2005, dated 28 December, approving the Revised Text of the Act on the Subsidies of the Autonomous Community of the Balearic Islands.
