RESOLUTION concerning the holding of a public tender to award grants to people residing outside the language area of Catalan in order to attend courses in Catalan as a foreign language and related themes held within the language domain of Catalan.
Throughout the year, in different towns within the language domain of Catalan, courses are held in the Catalan language and culture. In some cases, there are students who cannot take part due to the financial difficulty of meeting the costs of travel, accommodation or enrolment fees.
The Institut Ramon Llull offers grants to people outside the language domain who wish to attend training courses in the Catalan language, especially at a basic, elementary and intermediate level, as well as courses on other related themes held within the language domain during 2011.
Pursuant to that provided for in article 4.2 a) of the Articles of Association of the Institut Ramon Llull regarding the competence of the Institute to promote the teaching of Catalan at universities and other centres of higher education, as well as to encourage studies and research into the Catalan language and culture outside its language domain.
Employing the powers granted me by article 13.2 f) of the Articles of Association of the Institut Ramon Llull,
I RESOLVE:
One. To announce grants aimed at people outside the language domain of Catalan in order to attend courses in the Catalan language and related themes held within the language domain during 2011.
Two. To establish that the grants contained within this announcement shall be governed by the rules approved by agreement of the Management Board on 10 November 2010 enclosed as an appendix, and by the general regulations on subsidies.
Three. To establish that, in accordance with rule six, the term for presenting applications shall be 30 days as from the day after the date of the latest publication in the Official Gazette of the Generalitat de Catalunya or in the Official Gazette of the Balearic Islands.
Four. To establish that the maximum amount for this announcement shall be €40,000.
Five. To establish that the amounts shall be awarded in line with the country of residence of the applicant according to the following table:
Europe: €800
America I: €1,250
America II: (Cuba) €2,000
Rest of the world: €1,500
In order to ensure a better distribution of the aid, more than three grants shall not be awarded to students from the same university or centre. In the case of Cuba, only one grant shall be awarded, given that the value of the grant is greater than for the other countries.
Six. To appoint the following evaluating committee in order to carry out the tasks of revising and proposing grants.
Chairman: Director of the Area of Language and Universities of the Institut Ramon Llull.
Members: two specialists from the Area of Language and Universities.
Secretary: one representative from Management.
A contentious-administrative appeal may be brought by the interested parties against this Resolution, which is the last administrative channel, before the Sala Contenciosa Administrativa (Contentious-Administrative Hall) of the Tribunal Superior de Justícia (High Court) of Catalonia or of the Balearic Islands within the term of two months as from the day after it is published in the Official Gazette of the Generalitat de Catalunya or the Official Gazette of the Balearic Islands, as established by article 46.1 of Act 29/1998, dated 13 July, governing contentious-administrative jurisdiction.
An appeal for reversal may also be brought voluntarily, prior to the contentious-administrative appeal, before the Director of the Institut Ramon Llull, within the term of one month as from the day after it is published in the Official Gazette of the Generalitat de Catalunya or the Official Gazette of the Balearic Islands, as established in articles 115 and 116 of Act 30/1992, dated 26 November, on the legal regime for public administrations and common administrative procedure, or any other deemed appropriate in order to defend their interests.
